UNFPA Country Programme 2005 - 2009During 2005-2009, UNFPA developed a five-year country programme aimed at improving the quality of life in Romania, especially for vulnerable and disadvantaged communities. To achieve this aim, UNFPA worked closely with the Romanian Government and a series of nongovernmental partners to strengthen administrative capacity to approach issues concerning population and development, including gender equality, and to improve access to services and information in the area of sexual and reproductive health.
The three components of UNFPA’s Country Programme in Romania were:
- reproductive health - population and development - gender equality
2009, the last year of the Country Programme, was dedicated to the evaluation process of the outcomes, in order to highlight good practices, especially those that could be continued by the Government and to identify residual issues, gaps and areas that needed further attention and support in the future.
The aims of the thematic evaluations that were carried out for the three Programme components were:
1. To assess the relevance of the UNFPA Country Programme outcomes and outputs, the effectiveness and efficiency with which they were achieved, their sustainability and contribution to national priorities and goals; 2. To learn from experiences of the Country Programme, identify lessons learned, opportunities and constraints emerging from its implementation; 3. To identify the good practices and successful activities/products developed through the Country Programme that should be replicated and scaled-up by the Government; 4. To identify the required institutional capacities to take over documented good practices; 5. To identify residual issues, gaps and areas that need further attention and support beyond 2009.
